When the National Party of apartheid wanted to justify its obnoxious policy, it termed it "separate development" and to answer the question why Africans were not allowed to vote, it created bantustans.

To succeed in creating bantustans it approached certain individuals, clearly those it had studied to be potentially amenable to its manipulation. It appears it was able to find people with an obsession for titles of "prime minister", "president" as well as whatever measure of power accompanies such titles...
