Do these people have what it takes to regulate telecommunications?

The National Assembly has adopted the list of five candidates‚ recommended by the Portfolio Committee on Communications‚ to fill three vacant positions at the Council of the Independent Communications Authority of South Africa (Icasa).

They are:

1. Ms Nomonde Gongxeka-Seope – who has a Master Degree in ICT Policy & Regulation‚ CCRED)
Core Principles in Economic‚ Regulation and Economic Development‚ Board Leadership Programme‚ BA Communication. Currently serving as the Independent Researcher‚ ICT Policy and Regulatory Consultant. Also‚ as an Advisory Board Member for African Leadership Academy (ALA).

2. Mr Rubben Manyaba Mohlaloga – the ICASA Council Chairperson with BA‚ MSC.

3. Ms Lulama Mokhobo - with a Master of Science in Instructional Technology‚ BA Humanities and Concurrent Diploma in Education. Currently serving as the Strategic and Operational Business Consulting Services‚ and an Independent non - Executive Director and Chairman of JSE - listed Miranda Minerals Holdings PTY (Ltd).

4. Ms Thembeka Semane – who has a Post Graduate Diploma in Business Administration‚ BCOM- Accounting‚ Certificated Associate of the Institute of Bankers (SA)‚ and a Consultant for the Department of Transport
‚ South African National Parks and National Department of Human Settlements.

5. Ms Kate Alice Skinner – possessing Master’s Degree‚ Audited masters courses on Media‚ Honours Degree and Bachelor of Arts. She is a Broadcasting Policy Analyst‚ Researcher and Lecturer currently serving at ICASA’s Digital Television Content Advisory Group‚ SOS: Support Public Broadcasting Coalition.

“The Committee is confident that the recommended candidates possess the requisite skills pertinent to the task which include corporate governance‚ leadership‚ finance and legal. They also displayed thorough knowledge of the telecommunications and regulatory sector‚” Humphrey Maxegwana‚ the chairperson of the committee‚ said on making the recommendations.

ICASA's purpose is to regulate the telecommunications and broadcasting industries in the public interest. Its key functions are to make regulations that govern broadcasting‚ postal and telecommunications services‚ issue and grant licenses to providers of telecommunication and broadcast including community radio stations‚ monitor the ICT environment and enforce compliance with rules‚ regulations and policies‚ and protect consumers from unfair business practices‚ poor quality services and harmful or inferior products.
