Should people on learnerships get UIF? Parliament wants to know

MPs will next week hear public representations on a proposed change in law to extend unemployment insurance benefits.

Portfolio Committee on Labour chairperson of Lumka Yengeni said the intention of the Unemployment Insurance Amendment Bill (UI Bill) was to extend benefits to a wide range of citizens affected by unemployment including public servants‚ and learners who are undergoing learnership training.

“Other matters contemplated in the Bill are maternity benefits‚ enforcement provisions‚ employment services and entitlement to unemployment insurance benefits even for women who have had miscarriage‚” she said in a statement.

Currently‚ the Unemployment Insurance Act and Unemployment Insurance Contributions Act apply to all employers and workers‚ but not to people working less than 24 hours a month for an employer; learners; public servants or workers who only earn commission. While maternity benefits are for 17 weeks‚ workers who miscarry in the third trimester or have a stillborn child are currently entitled to claim for six weeks.

The Bill was carried over from the previous administration and the portfolio committee hopes to finalise it this year. Public hearings will take place in Parliament on Wednesday‚ February 3.
