l The PAC says it is unrealistic to expect a government to build a house for each and every person as it is impossible to mobilise the level of financial resources which would be required for such a massive housing programme.

l According to the PAC, it will "reverse the trend of the sale of state assets and will increase state expenditure in order to stimulate growth and production, particularly through manufacturing, agrarian reform and rural development".

l The PAC says "funding for free education will come from the existing education budget, from savings that will be derived from the abolition of the nine provincial legislatures and governments and from the restructuring and rightsizing of government departments".
