Fifa prosecutor Michael Garcia denounces secrecy

FIFA ethics prosecutor Michael Garcia says secrecy instills little confidence in investigations and called on the organization's leadership to change the ethics culture.

Garcia's intervention comes as FIFA President Sepp Blatter is under fire for refusing to allow the publication of the attorney's corruption investigation into the 2018 and 2022 World Cup bids.

Garcia says FIFA's "investigation and adjudication process operates in most parts unseen and unheard."

Fostering a culture of compliance, Garcia says, would "promote more confidence in the system from ... fans who follow and love the game."

Garcia says what's needed is the "kind of leadership that breathes the life into a code of ethics."

Garcia highlighted how the NFL's handling of the Ray Rice case raised questions about the "integrity of its leadership."
