Hollow boast

REPORTS that the City of Cape Town has failed to spend almost half of its R4 billion capital expenditure raises concern.

Even more disconcerting are reports that the failure occurred in key sectors like health and human settlement. These sectors are linked to any administration's ability to meet the public's basic rights of access to quality health and shelter.

Crowing about being rated favourably by organisations like Moody International, as deputy mayor Ian Neilson has done, while failing to meet the people's basic needs unfortunately sounds hollow and smacks of politicking.

This especially if the administration involved seems to condone under-performance by giving bonuses to directors who failed to meet their mandate.

We commend the move by the ANC to hold those involved accountable by referring the matter to the Public Protector.
