Science and Technology Minister Naledi Pandor was the best performing cabinet minister, while the ministers for higher education, social development and communications were some of the worst, according to the DA.
The official opposition unveiled its annual report card of cabinet ministers on Friday, grading all cabinet ministers for their work in 2015.
Most were graded between C and F-, with only Pandor receiving a B rating.
No-one was worth an A in the party scorecard.
President Jacob Zuma got an F-, while Deputy President Cyril Ramaphosa scored a D.
DA leader Mmusi Maimane said on Friday that in 2015, Zuma had presided over the worst performing cabinet in 21 years.
"With South Africa facing crises on many fronts, including inadequate higher education funding, rising unemployment, slow economic growth and the worst drought since 1992, the president has done little more than laugh in the face of struggling South Africans," he said.
The DA said Zuma had only excelled at one thing this year.
"Putting his personal needs above those of the people he was elected to serve. President Zuma has failed South Africa on all accounts and has done immeasurable damage to our economy and our image abroad.
"President Zuma’s most recent performance in the national assembly exposed the bankruptcy of his leadership. He had no answers to the country’s many problems and simply laughed at attempts to hold him to account and demand real answers for his failures," Maimane said.
However, the party praised Pandor’s work.
"Her department is well-managed with clear direction and strategy, together with targets consistently being met. She is also one of the only cabinet members who regularly attends sittings of the National Assembly where she actively and knowledgeably engages on issues."
The ministers were rated on attendance and attitude, administration, finance and organisational skills, and policy direction.
