There's no rule that says we must call Buti Honourable - Shivambu

Floyd Shivambu caused a stir in Parliament after ANC MP Buti Mamamela went for EFF's jugular. Read the transcript of words exchanged in Parliament

Buti Manamela: The EFF, honourable speaker is the first political party to break its electoral promises by jumping into the buffet of the parliament's menu. Justify it why they are staying in Parliamentary villages when they promised to go and stay in the informal settlements and the inconsistencies.... Floyd Shivambu: Deputy Speaker, this guy is misleading parliament

Deputy Speaker: Honourable Member, don't do that.

Floyd Shivambu: He is misleading parliament. There's no electoral promise of the EFF.

Deputy Speaker: He is 'Honourable Member' firstly, and you have not told me on what basis you are raising this.

Floyd Shivambu: It's difficult to call people who are dishonourable as Honourable. There's no rule here (waving the book in his hand around) that says we must call each other Honourable. There's no rule that says we must call Buti Honourable, unless you are referring to me. How do you refer to people as Honourable, if they are not Honourable - and he is lying now to say that we have made an electoral promise. We have not made such. Where?

Deputy Speaker: Honourable Member, you can't say that an Honourable Member is lying. You shouldn't. You can't say that.

Floyd Shivambu: Deputy Speaker, what he is saying does not reflect reality. I withdraw but I record the fact that what he is saying is not a reflection of reality.

Deputy Speaker: You are making it difficult for us. It is appropriate for you to withdraw properly so when matters like this happen about you, you feel like you have been treated fairly.

Floyd Shivambu: How do I say he is not telling the truth. Please guide me. What is the proper word. At least guide me so I know. The reality is that he is not telling the truth. What should I say to say that this guy is lying.

Deputy Speaker: You are insisting to calling him lying. Don't do that. Withdraw that.

Floyd Shivambu: What do I withdraw? the word or the fact that he is not telling the truth.

Deputy Speaker: Honourable member, you are creating problems for the house.

Floyd Shivambu: I withdraw the word but he is not telling the truth.

Deputy Speaker: Honourable Member, sit down. Honourable Manamela, proceed. We will come back to that later.
