Speaker's security tightened up

SECURITY has been beefed up around the speaker of the ANC-led Mandeni municipality in KwaZulu-Natal after a shooting incident that left his house riddled with bullet holes last week.

The attack on Cebolenkosi Mfekayi was allegedly sparked by tensions during an emotionally charged council meeting that had to be prematurely called off due to heated arguments over the findings of a forensic investigation.

Two years ago, the department of cooperative governance and traditional affairs in KwaZulu-Natal instituted a probe into allegations of nepotism and contravention of municipal tender regulations amounting to millions of rands.

The findings revealed transgression and irregular supply chain management processes relating to the Ndulinde Sports Field, the Isithebe Sports Field, Mandeni Waste Removal and catering tenders, and the abuse of a municipal vehicle.

Also, Auditor-General Terence Nombembe's report for the 2009-2010 financial year disclosed that irregular expenditure of more than R40-million was incurred through contracts that contravened the municipal supply chain regulations.

The report, for the year ending in June 2010, also stated that tenders exceeding R10-million were advertised for less than the stipulated 30 days. It also found that "fruitless and wasteful expenditure" of R162804 was incurred in interest and penalties arising from late VAT payments to SARS.

"Yes, my house was attacked on Thursday night hours after a council meeting. But at this stage I don't want to speculate or pre-empt the motive for the attack because police are still investigating the matter," Mfekayi said.

He said he survived the attack because his bodyguard had instructed him to park his car at home but sleep somewhere else for his own safety.

Mfekayi said police now patrol his neighbourhood every night to ensure his safety. "My security has been beefed up. I am also in direct contact with the SAPS and the National Intelligence Agency wherever I go."

Police spokesman Lieutenant-Colonel Vincent Mdunge confirmed that a case had been opened and that police were investigating.
