'Constitution won't change'

PRESIDENT Jacob Zuma has once again defended the mooted review of Constitutional Court decisions and has allayed fears that the ruling party intends to change the Constitution.

"We do not intend sitting every day to change the Constitution, not at all. We could have done so if we wanted to. We have the majority to do so," Zuma said.

The Constitution can be amended through a simple two-thirds majority vote. The ANC came in just shy of a two-thirds majority in the last general election.

Zuma recently called for the ConCourt's powers to be reviewed, sparking a widespread outcry and fears that the Constitution was under threat.

Justice Minister Jeff Radebe has also announced that an 18-month study of all ConCourt decisions would be carried out by academic institutions.

Asked if he would accept a similar review of the executive and Parliament by the judiciary, Zuma said such a situation would be untenable. Zuma has previously warned the judiciary not to co-govern through the courts.

Meanwhile, Zuma said he would appear before the commission of inquiry into the arms deal if he is asked to do so.
