UK terror accused in Joburg court

The legal counsel of a man, accused of threatening the UK with a  biological warfare attack, was due to make representations to the National Director of Public Prosecutions (NDPP).

“At the last appearance, the defence indicated that it would make [oral] representations but they have not submitted it yet,” said National Prosecuting Authority (NPA) spokesman advocate Mthunzi Mhaga on Thursday.

“So now the director said he would prefer written representations and this would take time.”   

Brian Roach, 64, an engineer from the North West, appeared in the Alexandra Magistrates Court on Thursday facing a terrorism charge for allegedly sending threatening emails and letters to the United Kingdom.

In February, Roach abandoned his bail application and indicated that he intended challenging some aspects of the charges and whether it amounted to terrorism.

Additional charges of illegal possession of a firearm and ammunition, extortion, and money laundering were added to the list.

The engineer allegedly demanded US4 million in exchange for not releasing foot and mouth disease within the borders of the UK.

Court papers state that the threatening action was committed to secure compensation for the losses incurred by the farming community of Zimbabwe.

He was accused of making similar threats against the United States and agents from the Federal Bureau of Investigation (FBI) were in South Africa carrying out investigations.

Roach, a South African, was arrested in Hartebeespoort last month after an intensive six-month investigation by South African, British and American authorities.

Mhaga said the UK was not considering an extradition at this stage as the trial was planned to be held in South Africa.
