'I can’t order municipalities not to loadshed'
President Cyril Ramaphosa says his cabinet does not have the power to instruct municipalities not to implement load shedding and doing so would be in contravention of the constitution.
In papers opposing an application by a group of politicians and civil society asking the court to instruct him to halt load shedding, Ramaphosa said the constitution did not make provision for the executive to intervene in local government affairs when a municipality fails to meet its obligations...
