'Why was the cop in the car?'

The policeman killed in the mysterious high-speed chase which claimed the life of a Johannesburg businessman had previously faced a complaint of harassment.

Police have confirmed the complaint, and an inquiry into Constable Goodman Lubisi for the loss of his firearm.

The confirmation comes after the Independent Police Investigative Directorate this week said it had yet to locate the docket into the crash which killed Lubisi and businessman, Areff Haffejee in Rosebank, north of Johannesburg.

IPID spokesman, Moses Dlamini said investigators had made inquiries about the docket, but had yet to receive it.

“We have been told that it is with provincial police officers, but we do not have it.”

The docket contains information on what led to the crash.

A myriad of questions have emerged from the crash including what Lubisi was doing in the car when it crashed.

Police at the time alleged that Haffejee was trying to escape from Sandton officers after they found dagga in his car during a roadblock.

They have yet to explain what happened to the dagga or why Lubisi did not use his firearm to stop Haffejee.

Police spokesman, Lieutenant-Colonel Lungelo Dlamini said there were no internal investigation against the deceased officer.

“In 2010 the Sandton station commander received a complaint of harassment against Lubisi and other members.

“An internal investigation was conducted and the members were warned in terms of police internal processes. The complainant did not want to open a case.

“In relation to a firearm, a member opened a case of robbery in Alexandra. The matter was investigated and no negligence was found on the part of the deceased. No internal investigation was conducted against him,” he said.
