Parly audit not so clean

PARLIAMENT is supposed to make sure the government obeys laws and delivers to the people, but it failed to get a clean audit itself - again.

In its annual report released yesterday Auditor-General Terence Nombembe revealed that R4,9million worth of irregular expenditure was under investigation.

He would only say that "the investigation emanates from non-compliance with the approved procurement policies and procedures".

Parliament had chalked up R12,6million of "fruitless and wasteful expenditure".

This was because it only recovered R14000 last year from those members of Parliament and travel agencies who defrauded Parliament in the 2004 Travelgate scandal - when 31 MPs defrauded Parliament of R24million worth of travel vouchers.

"This amount relates to the misuse of travel warrants by members. The process of recovering the fruitless and wasteful expenditure is ongoing," wrote Nombembe.

He gave an "unqualified audit opinion with emphasis of matter".
