Tshwane tenders worth R10m still incomplete

THE City of Tshwane awarded two tenders worth R10-million to a company it has admitted is the worst performing in their project.

Excell Homes and Moeng Civil and Construction were given a tender worth R7m as part of their Tsosoloso Township Regeneration Projects.

The companies were contracted to build a parking lot, car wash and public toilets as part of the Refilwe Business Node upgrade in Cullinan, east of Pretoria.

Some labourers on the project claimed it had been run unprofessionally.

According to tender documents construction began in February and was to be completed on August 23.

"We have been working since February, but we are so far from finish," said one of the labourers, whose name was withheld for fear of retribution.

When Sowetan visited the construction site the parking lot was not finished, the building of the car wash had not begun and the public toilets were also not complete.

"The city was aware of the incomplete project because it is one of the Tsosoloso projects that was not completed in the previous financial year. It is also the worst performing project within the programme," City of Tshwane spokeswoman Nomasonto Ndlovu said.

Owner Lucky Moeng said they had a dispute with the quantity surveyor, which caused delays.

"We are waiting for a payment from the City of Tshwane. As a result we have struggled to pay wages and get material to finish construction. The project is almost done. I would say about 20% of it is left. We should be done before the end of October."

The companies were also awarded a tender worth R3m to construct, supply and deliver piggery houses, and equipment over a three-year period from August 2011.

Moeng said: "We haven't started yet. We will construct the piggery houses when they need them. It is an if and when contract."

The city said Sowetan should ask "the service provider" for tender figures.
