Pupils denied admission

TWO children were not accepted at Constantia Kloof Primary because their mother, a cashier at a supermarket, refused to submit her payslip to the school.

The mother and father - who live in Meadowlands, Soweto - went to the school in May to apply for admission for their two children for grades 1 and 6 next year.

The parents submitted all the required documents, including the children's immunisation cards, birth certificates and transfer cards from their current school.

During the application process preference is given to pupils who live or whose parents work within the school's feeder zone.

The children are currently at Discovery Primary School, but the parents wanted to move them nearer their older sister's high school and their mother's place of work.

The school asked the parents to bring a letter confirming that the mother worked in the area.

The father brought a letter from the mother's employer, Pick n Pay, on June 15, but the school administrator told the father to also bring the mother's payslip.

The father refused, leading to the children not being accepted at the school.

The mall is 5km from Constantia Kloof Primary and therefore falls in its feeder zone.

The father runs a business in Roodepoort and does not fall in the school's feeder zone.

Gauteng education spokesman Charles Phahlane said: "This practice (of asking for payslips) contravenes admission regulations and cannot be allowed. We will investigate this matter."

The father said: "We wanted to move our children to a school that makes it easy for us to go to the school if there is a problem of whatever kind.

"Before they found out that my wife works at Pick n Pay, they were willing to accept the children. Who says we cannot afford the fees?"

For 2013 it will cost R9800 a year to attend Constantia Kloof Primary.

The parents currently pay R900 a year for the Grade R boy and R5500 for the Grade 5 pupil at Discovery Primary.

The father has appealed the school's decision not to accept his children with the district office. But he has had no response since June.

Responding to the appeal, Phahlane said the children were placed on a waiting list.

"The district is in the process of offering placement for all unplaced learners."

He said they might however not be accommodated at Constantia Kloof Primary - though it is the nearest school in the area.
