Aids grant to provinces soars

Will more than double the number of people on ARV treatment by 2013/14

The dedicated HIV/Aids allocation to provinces will increase dramatically over the next three years, according to Budget documents tabled on Wednesday.

Spending on their HIV/Aids conditional grant would rise from R6 billion this year, to R10.6 billion in 2013/14, National Treasury said in its Budget Review.

This included R2.5 billion over the next three years to increase  HIV counselling and testing, and to extend the entry threshold for antiretroviral treatment.

“This will increase the total number of people on ARV treatment from 1.2 million in 2010/11, to 2.6 million by 2013/14,” it said.

A Treasury official said this figure was expected to rise to over three million by the end of the decade.

He said total annual spending on HIV/Aids in South Africa —  which includes, for example, hospital treatment — was about R20 billion.

He said the conditional grant included R60 million for the circumcision programme.
