The Gauteng provincial government has never had a problem with Sanral and its lines of communication with the transport department are open, it said on Wednesday.
"We don't have a problem with anybody in the national department of transport," said spokesman Thabo Masebe.
This followed after the SA National Roads Agency Limited released a statement saying Sanral had requested a meeting with Gauteng premier David Makhura on e-tolling before he set up a review panel on the issue.
"Perceptions that we were not prepared to enter into dialogue are therefore unfortunate," Sanral acting board chair Dudu Nyamane said in a statement.
Sanral had sent an eight-page letter to Makhura prior to the start of the 15-member panel's hearings.
Masebe said he did not know where that perception originated from.
"Certainly it didn't come from us. We don't have a problem with anybody in the national department of transport."
Masebe said the document could have been sent directly to the panel. Sanral reported to the transport department.
"The premier did meet with the minister of transport before he established the panel. There remains open lines of communication between Gauteng provincial government and the minister of transport."
He added that government was happy with the panel's process so far.
