Ghost grants recipients bust

A probe into the squandering of social grants by ghost beneficiaries has not only resulted in billions of taxpayers' money being saved but also saw almost 19,000 convictions.

In his written reply to a DA parliamentary question on progress in investigations by the special investigations unit (SIU), President Jacob Zuma said investigations into the Department of Social Development started over a decade ago.

The investigations also focused on the conduct of officials within the SA Social Security Agency, which dispenses the money.

Although the investigations were not yet concluded, R304.9-million was recovered through civil litigation or admissions of debt.

"The prevention of future losses that resulted from the investigation is calculated at R11.9-billion," Zuma said.

In total, the SIU was investigating 32 municipalities, 12 provincial and several national departments, and three state-owned entities -- Eskom, the SABC and the SAPS.

Contracts to the value of R4-billion formed part of the SIU's investigations into maladministration and irregularities by some officials in the Department of Human Settlements.

The investigations into housing subsidies had been concluded and the final report was being prepared. Investigations had also revealed that there was a high level of contravention of the Housing Act, the Public Finance Management Act and Section 217 of the constitution.
