Bid to beef up party operations

THE ANC is proposing that its constitution be amended in order to give more clarity on the responsibilities of its top officials.

Though the proposal does not state whether they will get more powers or not, it argues that the current constitution defines the role of officials as individuals.

"It is however ambiguous on their responsibilities as a leadership collective."

The ANC officials include its president, deputy president, secretary general, treasurer and chairman.

This is part of the proposals that calls for beefing up of ANC head office personnel.

It says national working committee (NWC) members should be elected by conference and some be full-time in the office of the secretary-general heading various departments.

It further says the office of the secretary-general should be beefed up with the establishment of six new departments headed by NWC members.

It says departmental heads should be elected by national conference as full-time secretariat work under the secretary-general and also be members of the NWC.

But the documents points out that the ANC might have financial difficulties in maintaining such a structure.
