A former technical manager in the Mbombela Municipality, Tebogo Kubheka, was granted R10,000 bail on Monday, SABC news reported.
The Hawks arrested Khubeka in connection with 2010 FIFA World Cup preparations in Mpumalanga.
He appeared together with former Mbombela municipal manager Jacob Dladla to face charges of fraud and corruption.
