'Killer cop has problems'

THE South African Police Union said last night that Sergeant Manape Phineas Kgoale should long have been declared unfit to possess a gun because he has a previous conviction of negligent use of a firearm.

SAPU general secretary Oscar Skommere said Kgoale should have long been "assessed if he was fit or unfit to possess a gun".

"The department should be blamed for this (killing). The commander should have seen that the man had problems.

"He (commander) should have implemented policies and made sure that the decision was carried out. Had that been done, Kgoale wouldn't be in this situation," Skommere said.

Skommere said under the law, the officer should have been declared unfit to possess the gun because he has a previous conviction.

"We expressed shock when the incident happened. It was clear that the officer had serious problems.

"A well-trained cop wouldn't have shot someone simply because they bumped a vehicle," he said.

Last year, Minister of Police Nathi Mthethwa said more than 300 police officers had been declared medically unfit to work.

This prompted the ministry to introduce several interventions to curb "this disturbing trend", Mthethwa said.
