Infrastructure Bill to speed up state projects

THE government will introduce an Infrastructure Development Bill to Parliament this year to fast-track large projects through the different spheres of government, Economic Development Minister Ebrahim Patel, pictured, has said.

Patel was speaking during a parliamentary debate on the state of the nation in which he added some flesh to the large infrastructure build programme that was the centre of last week's speech by President Jacob Zuma.

Patel's speech also gave a glimpse of what could be expected in next week's budget vote speech by Finance Minister Pravin Gordhan, as he mentioned the latter's comments from last year that the government must move from consumption to investment-led expenditure. Patel also echoed the president's comments that lessons learned from the staging of the 2010 Soccer World Cup would be used to guide the infrastructure build programme.

"We identified what worked well - such as a 2010 World Cup special law to fast-track regulatory issues - and what did not work well, such as cost over-runs. Above all, the lessons are to have a clear project scope, with binding timeframes and clearly identified responsibilities: who does what, by when, with what resources and to solve problems expeditiously when they occur."
