Why are Unisa students getting less money than TUT?

Students at Unisa are the most humble and persevering in SA. There have been so many stories of students at other South African universities striking. TUT is now totally shut down and academic programmes are closed.

They are allegedly striking over allowances and accommodation while they vandalise property. TUT students receive monthly allowances and they have accommodation. I feel sorry for Unisa students who only get once-off allowances which are lower than those at TUT. I would like to know why there is this difference in allowances.
