Shortly after his inauguration as president of the country back in 2008, Jacob Zuma famously visited the offices of a municipality in Mpumalanga, only to find the mayor AWOL. It appeared a breath of fresh air that in hindsight might have lulled the nation to what was to become of his kleptocratic presidency.
