Monday marked the day of the constitutional mandates of the local governments South Africans voted into power five years ago, and thereby giving councils the mandate to govern their cities, towns and rural municipalities.
President Cyril Ramaphosa, as required by law, had already declared October 27 as the date on which the next elections were going to be held...
