AJDABIYAH - France stepped up efforts to persuade the world to impose a no-fly zone over Libya, as Muammar Gaddafi's troops battled rebel fighters for control of the oil-rich town of Brega

France, hosting a Group of Eight foreign ministers meeting yesterday, said it was consulting other powers to set up a no-fly zone to protect civilians "in the face of the terrible violence suffered by the Libyan population".

The Arab League's call for a UN no-fly zone appeared to satisfy one of three Nato conditions to police the air space. The others are proof its help is needed and a Security Council resolution.
