It quoted investigators as saying her father had reported his daughter, who received up to 100,000 won (90 dollars, R700) from each man in return for having sex at motels.
Police have questioned three men and were searching for others to check whether they were infected with HIV, Yonhap said.
A court in Busan rejected a request from police to issue an arrest warrant for the woman, saying she should instead be sent to hospital for treatment.
