The City of Ekurhuleni has established a commission on fraud and corruption in order to curb fraudulent activities in the city.

Delivering his state of the city address on Wednesday at the Germiston Council Chambers on the East Rand, executive mayor Mzwandile Masina said apart from fast-tracking service delivery, the city saw it fit to implement a unit to clamp down on officials associated with illegal activities.

"Recognising that the restoration of trust and integrity in our institutions is dependent on fighting corruption and its corrosive effects, we have also strengthened our anti-corruption systems by establishing, among others, a commission on fraud and corruption.

"An anti-fraud campaign that scrutinises senior officials has already been rolled out. To date, 95% of senior management have disclosed their financial interests during the period under review," said Masina.

In August last year, President Cyril Ramaphosa authorised the Special Investigating Unit to speedily probe the municipality following allegations of flouting of processes in the awarding of two multimillion-rand tenders in 2015.

Ramaphosa said it was as a result of maladministration and improper or unlawful conduct by employees, officials, agents or contractors of the municipality which arose from the procurement of goods and services for the construction of the Vosloorus Hospital public transport facility and the Bluegum View public transport facility.

Masina took over from ANC MP and deputy minister of finance Mondli Gungubele after the August 2016 local elections, having moved from the department of trade & Industry where he was the deputy minister.

During his address, Masina thanked coalition partners and acknowledged that it was not an easy setup.

"I want to highlight that the progress we have made has been achieved within the context of what was an unusual political setup. We have worked within the context of a coalition government owing to the indefinite electoral outcomes of the 2016 local government elections.

"But history will record that we have been able to make use of this situation in the best manner possible; with the interests of the people of Ekurhuleni forever taking priority," he said.

After the 2016 municipal elections, the ANC formed a coalition government to keep control of the City of Ekurhuleni. The coalition was formed with the African Independent Congress, Pan Africanist Congress (PAC), Patriotic Alliance and Independent Ratepayers Association of South Africa.

The ANC lost the City of Joburg and Tshwane during the 2016 elections.
