Call for submissions to the fee-free higher education commission

A commission of inquiry into the feasibility of a fee-free higher education and training has been established.

The commission said in a statement on Friday that it has to complete its work within eight months from January 22‚ the date of publication of it’s terms of reference. Its final report is due two months after this.

Interested parties — those in the higher education and training sector‚ students‚ parents‚ the business sector‚ the government‚ community organisations and others -are invited to make written submissions to the commission. The deadline for submissions is 31 May.

Judge Jonathan Arthur Heher‚ a retired judge of the Supreme Court of Appeal‚ is the chairperson of the Commission. The other members are advocate Gregory Ally and attorney Leah Thabisile Khumalo‚ the commission said.

It will take into consideration the Constitution‚ higher and basic education legislation‚ findings and recommendations of the various presidential and ministerial task teams‚ and educational policies‚ reports and guidelines.

It will also have to assess the multiple facets of financial sustainability and consider a financial funding model.
