SJC and NU have evidence that Cape Town is not pro-poor

The City of Cape Town “uses inferior‚ temporary sanitation facilities as long-term solutions”‚ a joint statement by the Social Justice Coalition (SJC) and Ndifuna Ukwazi (NU) said.

This will be raised in the submission the two organisations will make on the city’s draft budget on Thursday.

When Cape Town mayor Patricia de Lille tabled the draft budget in March‚ she challenged “residents to find evidence that the budget is not pro-poor”‚ the statement said.

“She may not have expected a response. The budget itself is opaque and it is difficult for residents to understand exactly how much is being spent on basic services in our communities.”

The SJC and NU claimed to have facilitated “over 500 submissions from informal settlement residents on the lack of water and sanitation infrastructure”.

They say their research indicates that Cape Town “has allocated less than 2% of the capital water and sanitation budget to informal settlements since 2007” and proves that “the city uses inferior‚ temporary sanitation facilities as long-term solutions”.

They also believe “the budget allocations are unreasonable given the data and context of Cape Town’s informal settlements”.
