ANC wants Umvoti's finance boss kicked out

UMVOTI municipality chief financial officer Sipho Ndabandaba faces a call for his immediate suspension.

The ANC in the Inkosi Bhambatha region, Greytown, says it wants him out. The decision was taken at a full council meeting last Thursday.

ANC councillor Ahmed Shaik said the decision followed the tabling of a KPMG forensic report into allegations of fraud and maladministration in the procurement department.

"The KPMG (accounting) report painted a gloomy picture of corruption in the issuing of tenders within the municipality, especially in 2006, while the IFP was in the majority," Shaik said.

"For example, it was found that prices were inflated, with one tender, originally for R21000, being inflated to payment of R25000."

He said in another instance the municipality bought diaries to the tune of R500, which was way "too high".

"As ANC in the region we propose that the chief financial officer be suspended with immediate effect, that the supply chain management committees be suspended and that the mandate given to KPMG be extended to all procurements since the term of this council which commenced in 2006."

They also called for procurement officer Zakithi Magubane, at present under suspension, to be dismissed. She is facing investigations on criminal and civil charges.

When contacted for comment, acting municipal manager Mes Malinga asked this newspaper to e-mail him the questions as he was "just getting into a meeting".
