Makgoba, who is a known sports fanatic, said the LOC, under chairperson Irvin Khoza, has made all South Africans proud.
He also singled out Khoza, Danny Jordaan, Kaizer Motaung and the South African Football Association in his congratulatory message to the country for a great tournament.
The archbishop said he was impressed by the fact that young children of the world were part of this electrifying atmosphere.
Just over 1200 children serve as player escorts.
"Regardless of the time of day, regardless of the weather, they were there, delighted as they held the hands of great players and listened to the melodious and sometimes off-tune national anthems," Makgoba said.
"It was easy to see that they were enthralled by the experience. The 2010 World Cup has been filled with great moments and a generous spirit, which these young people have exemplified.
"My question for our football champions and leaders is this: "Where can the money for football development academies be found? I believe it is out there. Can our local and international companies assist in forming academies which will nurture and train these future stars?
"I also hope that rumours of a new outbreak of xenophobic violence after the tournament will be proved wrong, hopelessly wrong," he said.
