Police believe the cables had been stolen in the Nsami water purification plant and Surrounding Giyani and Malamulele areas.
Police spokesperson Thomas Makhubele said the police nabbed the suspects after bus commuters raised the alarm about two people carrying lots of heavy bags.
Makhubele said the suspects were aged 25 and 39 years.
"It is a major breakthrough for our members and the community at large because cable theft has been escalating in our area over the past three years," Makhubele said.
"We also believe we are going to arrest more people because it seems there is a syndicate from Limpopo and Gauteng."
The arrest comes a few days after residents of Giyani were left without water for a week when the water purifying plant at the Nsami Dam's cables worth thousands of rand were stolen.
The dam supplies water to many villagers around Giyani and the township.
The theft of cables at the water plants, which left communities high and dry, were reported twice in 2007 and three times since February this year.
Greater Giyani municipality spokesperson Room Mdaka said the police breakthrough was a major success for the community.
"I would like to encourage the communities to work closely with the police to fight any crime hampering our service delivery," Mdaka said.
The suspects are expected to appear in the Giyani magistrate's court soon.
