Nyiko Michael Mukhari, 25, from Mohlabacross village outside Tzaneen, said life was difficult without an ID. He cannot apply for any job and feels as if he is in jail.
Mukhari said he first applied for the document in 2003 and it came back with the wrong picture.
He said all other applications he submitted since then were not approved.
Mukhari told Sowetan that he had also failed to complete matric because an ID was needed before writing examinations.
According to Mukhari he used to get temporary work at a bakery in Tzaneen, but management told him to stop working because he had no ID.
He further explained that he used to have to tell his employers to transfer his salary to his brother's bank account because they were unable to pay his salary by hand.
"I even planned to commit suicide like Sibusiso Mhlongo of KwaZulu-Natal if I end this year without an ID because then I have nothing to live for," he said.
Mukhari said he believed that once he died, the Department of Home Affairs would be able to act quickly to process his "death certificate" after failing to give him an ID.
He said he did not know what else to do because he had to take care of his three siblings.
Eddy Maphosa, regional manager for the department in Tzaneen, said they had received a complaint from Mukhari and the matter would be investigated.
