The national strike will affect essential services such as waste removal, water provision, access to primary healthcare, maintenance of parks, roads and emergency service.
An emergency meeting held on Wednesday evening between the South African Local Government Association (Salga) and South African Municipal Workers Union (Samwu) failed to break the deadlock since both parties could not reach an agreement.
Samwu spokesperson Tahir Sema said 130000 members had lost patience with Salga's delay in implementing an agreement that was already reached in 2003.
He said workers had waited for seven years for Salga to introduce proper salaries for all municipal workers.
Samwu rejected Salga's proposal that the restructuring of salaries should be based on performance assessment by management.
Salga spokesperson Milisa Kentane said they would continue talking to Samwu "until common ground is found".
