Zwelithini said corruption was rife at municipal level and was hampering the provision of much needed services to the poor.
Speaking at the official opening of the provincial house of traditional leaders in Pietermaritzburg, he lambasted corrupt officials, saying that anyone who steals from the public purse deserves to rot in jail.
He said both the provincial and national governments should work closely with amakhosi to curb corruption at local level.
He also complained of amakhosi not getting the respect they deserved from councillors and other elected representatives.
"We are tired of driving on roads with potholes while greedy officials enrich themselves with taxpayers' money," he said.
Zwelithini commended the provincial government on its tough stance on the embattled Msunduzi municipality.
"We are grateful for the involvement of MEC for co-operative governance Nomusa Dube in the issue of this municipality, but we now say people must be jailed," he said.
Zwelithini said all leaders, including amakhosi and politicians, needed to work together to address the poverty that many in the rural areas faced.
"We need to restore the dignity of our people by ensuring that no family goes to sleep without food. We need to revive the spirit of ubuntu where people share with those less fortunate," Zwelithini said.
"It's also important for the provincial government to define the role of amakhosi in the upcoming 2010 World Cup and the recently announced circumcision programme."
Mkhize applauded Zwelithini for playing a leadership role in ensuring that there was peace and unity in the province.
