Last week Police Minster Nathi Mthetwa said explosives incidents among civilians had increased over the past four years.
These incidents, he said, included schoolchildren experimenting with home-made explosives, illegal storage and unauthorised use of explosives by registered users or blasters.
"In cases where criminals were involved in ATM bombings we have through our intelligence, communities and business partnerships managed to deal a deadly blow to these criminals," Mthetwa said.
"As government we will spare no effort in ensuring that these criminals fail in their selfish acts."
Earlier this month a Chatsworth man, Anesh Bagwandeen, and his 14-year-old girlfriend were charged under the Explosives Act and Firearms Control Act.
The two were charged after a grenade and eight live shotgun rounds were found in the Grade 9 pupil's bedroom cupboard.
The KwaZulu-Natal bomb disposal unit was called in to remove the devices.
