That said, it is a mark of a civilised society to ensure that all, including those accused of the worst crimes, enjoy the rights enshrined in the Constitution until they are convicted. Such rights are then accordingly limited to register society's wrath and give the persons deprived of the right time to reflect on their ways.
It is in this context that we believe the Public Works Deputy Minister erred in naming the person she alleges raped and impregnated her 20 years ago. This is no commentary on the merits of her case but a reminder that on taking office she swore to be obedient to the Constitution.
That Constitution says all of us will be regarded as innocent until proven guilty.
