New boards to help review valued homes

"The boards will review all valued properties where ratepayers are challenging the new values of their homes or properties," MEC Nomusa Dube said.

The 11 boards would hear and decide appeals against the decisions of the municipal property valuers in district municipalities including Ugu, Sisonke, Uthukela, Umzinyathi, Amajuba, Ilembe, Umgungundlovu, Zululand, and Umkhanyakude and eThekwini.

Each board consists of a chairperson and members.

Dube said the setting up of the boards had been delayed by, among other things, appointed members resigning over remuneration.

"Despite the requests for nomination of members of the board having been widely advertised very few were received," Dube said. Some mayors and municipal managers had also taken a long time to endorse or comment on the appointees.

She said the appointees had legal qualifications, and experience in valuing properties and working in local government.

They would serve a four-year term and be eligible for reappointment.

"Despite challenges experienced in this process, efforts were made by the department to ensure that the boards were set up strictly within the parameters of the law and no conflict of interest existed," Dube said.

The department had issued guidelines that would exempt communities from paying rates on rural communal land.

"However, we will encourage municipalities to rate those who are using the communal land in rural areas for private profit making," she said. - Sapa
