I SEE from reports that Provincial and Local Government Minister Sicelo Shiceka took two years to pay his municipal rates bill. I am not going to join the the chorus and rag on the minister.

Instead I will point out that this is an indictment of the City of Johannesburg and its poor service delivery. The minister is not the only official to pay late.

There are councillors who also have outstanding accounts. Their justification sounds very much like the minister's - they are querying their bills.

They join many residents who have been charged incorrect amounts and struggle to get the situation sorted out.

I cannot understand how the city could have received a clean audit when I see these bills. Ratepayers are simply refusing to pay for services never received. Welcome to the club of ripped-off citizens, Mr Minister.

Too bad your status couldn't influence the city to get its act together any faster.
