Mayor named in '2010 fan parks scandal'

THE executive mayor of Thembisile Hani municipality in Mpumalanga has been fingered in a R2,6million 2010 Soccer World Cup Fan Parks project scandal that led to the suspension of municipal manager Koos Mahlangu during a special council sitting on Monday.

An internal investigation found Mahlangu guilty of unauthorised expenditure for awarding a contract to Friends Events Management Services in which executive mayor Victor Nkosi is listed as a "patron".

According to the committee tasked with investigating the scandal, Mahlangu confessed that the documents were not asked for or received from the company.

The report states that Nkosi "confidently informed the committee that he was behind the initiation of the project concept", but denied any knowledge of the company, though the organisational structure document submitted to council listed him as a "patron" of the organisation.

The committee established that there was no need for the project. Evidence placed before the committee revealed that a total of R2,6million spent on the project was paid four days before the request for council approval.

The committee found that Nkosi was liable for the unauthorised expenditure and had breached the "Local Government Municipal Systems Act by not disclosing he was the patron".

The committee recommended that the council charge Nkosi and Mahlangu with theft and fraud.
