"We will rattle this festival if organisers do not listen to us," said Dumile Manxoyi, chairperson of the music association, saying it was not too late to add a few artists to the line-up.
The Port Elizabeth association vowed yesterday to do everything in its power to stop the event "if it does not benefit local people".
The Nelson Mandela Bay International Festival ends on Sunday.
The line-up that has caused the uproar includes PRO, HHP, Theo, Jozi, Brickz, Kerry Hilson of the US, L'Vovo, Cleo, Gloria Bosman, Simphiwe Dana, Hugh Masekela and Selaelo Selota.
Manxoyi said: "We are unhappy that a festival like this excludes local artists. About 29 artists lined up for the concert come from outside and only two artists are regarded as local."
"We regard this as a huge insult from the organiser, Wandile Yani. His arrogance in negotiations this week has added insult to the injury."
In defending his decision Yani said: "I think all musicians belong to South Africa and can perform anywhere. I have included Feya Faku in the line-up and he's from Port Elizabeth."
