This despite attempts by sympathisers of former mayor and ANC ward 4 councillor Thandeka Nukani to have the meeting postponed pending her bail application.
The meeting will be the third consecutive sitting that Nukani will miss, which means expulsion from the council.
Sowetan was yesterday inundated with calls from people who expressed concern about certain councillors trying to have the meeting postponed.
Mayor Bongiwe Mbatha confirmed the rumours.
"I have heard rumours that they are planning to have the meeting postponed," Mbatha said.
"But the meeting will go ahead. We, in the exco form a quorum, so no one will stop us."
Mbatha said since this would be the third meeting Nukani will not attend, they will have to apply legislation regarding her future.
"The Municipal Structures Act states that if a councillor is absent at three consecutive meetings he or she has to be expelled, and we will not hesitate to apply this if she does not show up," Mbatha said.
Nukani, 42, is to appear in the Utrecht magistrate's court on Wednesday to apply for bail.
She was arrested in October on an attempted murder charge with her boyfriend, Bongani Shangase, and driver Peter Khumalo.
The arrest took place days after she was charged with the murder of ANC councillor Grishen Bujram in 2007, for which Shangase was jailed for life, and her nephew Siyabonga Nukani was sentenced to 20 years.
