Nine more people, including a typist in the examination directorate, were arrested at the weekend - bringing to 12 the number of people charged with fraud.
Mpumalanga education spokesperson Jasper Zwane said the typist and a chief education specialist had been suspended.
Zwane said the education specialist had not been charged criminally but would face an internal investigation since he had overall responsibility for receiving and distributing exam papers.
The typist and eight other people face criminal charges.
Last month teacher Milton Msimango, 32, and pupils Patience Mkhatshwa, 22, and Charity Xulu, 23, appeared in court in connection with the same investigation.
They will appear in court again on January 11.
Captain Leonard Hlathi said among the nine was a prison warder, who owns an Internet cafe from where the exam material was allegedly downloaded, and an employee of a retail outlet.
During the arrests the police seized a memory stick, computers and three cellphones that had exam papers downloaded on to them.
The leaked papers, Mathematics Papers 1 and 2, Physical Science Papers 1 and 2, and accounting, were replaced and rewritten.
The national Department of Basic Education said that 12 irregularities - none of which threatened the integrity of the exams - had been reported in six provinces.
The exams end on December 4 and the results will be released on January 7.
