Zavech, 33, from Magdeburg in Germany, is currently rated 11th.
This will be Hlatshwayo's first defence since he won the belt in August against "The Devil" Rodriguez in the US.
The IBF has sanctioned Rodriguez, who is ranked third, and fourth-ranked Rafael Jackiewicz to fight for the vacant number one spot.
The winner will challengeHlatshwayo or Zaveck next year. The title eliminator will be presented by Star Boxing in Poland on November 27.
Joe DeGuardia, chief executive of the US-based boxing promotion company, told Sowetan in a transatlantic interview yesterday: "I am pleased that Rodriguez has been given another opportunity to become mandatory challenger."
Rodriguez, 28, who is from the Dominican Republic but who is based in the US, fought twice against Hlatshwayo here and abroad.
Their first fight, the IBF title eliminator at Emperors Palace, was declared a draw.
Hlatshwayo then outpointed Rodriguez in the US in August to win the IBF belt. But DeGuardia thought Rodriguez won both fights.
"It is fitting that the IBF kept Delvin as the top-rated welterweight in the division," he said. But he also had praise for Jackiewicz, who he said is a very skilled fighter.
"He hasn't lost in over four years. He will have a whole country behind him on fight night. But Delvin has a very bad taste left in his mouth. He is hungrier than ever to get another shot at the championship."
Jackiewicz, 32, has 32 wins (18 KOs), eight losses and a draw. He outpointed Luciano Abis in February to register the second defence of his European Boxing Union belt.
Rodriguez, 28, who is trained by veteran Stan Hoffman, has 24 wins (14 KOs), three defeats and a draw.
