This despite the fact that Powell still has allegations of corruption hanging over his head, for which he was dismissed last year.
It is understood that Mathale wants to poke his nose into the affairs of the municipality. He has allegedly instructed that Powell, who is believed to be a friend of his, return to work.
But the municipality has to contend with the fact that another person is still acting in the post.
