"This unnecessary loss of lives on our roads must be brought to an end... we want to appeal to road users to obey all the road rules and exercise extreme caution on the roads," Ndebele said.
"We want to make a special plea to public transport operators and drivers to ensure their vehicles are roadworthy as we cannot continue putting the lives of innocent commuters at risk."
Earlier yesterday 10 people died in a horrific accident near the town of Aberdeen in the Eastern Cape.
Arrive Alive spokesperson Tshepo Machaea said a minibus and midibus had collided between 3am and 4am.
Six people were critically injured and a number of others were treated at the scene but did not require further treatment. Both drivers died in the collision.
Police said the occupants of the midibus might have been returning from a church service or funeral - judging by the church clothing found in the wreckage.
On Sunday afternoon, Deputy Human Settlements Minister Zoe Kota-Fredericks was taken to hospital following an accident on the N1 near Leeu Gamka in which two people died.
Kota-Fredericks and her driver were travelling on the N1 in the direction of Cape Town when they were involved in a head-on collision with a bakkie 20km from Leeu Gamka.
The occupants of the bakkie, a father and son, were killed.
Kota-Fredericks was slightly injured while her driver sustained a leg injury.
"We want to express our condolences to the families and relatives of all those killed in these road crashes," Ndebele said.
