It said Shiceka should wait for an ANC national executive committee task team to interact with local structures before making a decision.
ANC provincial secretary Joe Maswanganyi yesterday called on Shiceka to listen to what the people of Moutse are saying.
The attack follows a decision two weeks ago in which Shiceka's department ran a referendum to determine the number of residents who wanted Moutse re-incorporated into Mpumalanga against those who want it to remain in Limpopo.
The residents of Moutse have protested sporadically over the past few years, demanding that the area be reincorporated into Mpumalanga.
Maswanganyi said they would call on the NEC task team to meet local ANC structures and the people of Moutse to find out what they really wanted.
"We do not know why the Department of Cooperative Governance and Traditional Affairs rushed for a referendum before investigating the matter.
"We must allow people to voice their concerns before making any decisions. A few people cannot speak on behalf of the masses," Maswanganyi said.
Approached for comment yesterday, Shiceka's spokesperson, Vuyelwa Vika, said they were not in a position to "comment on an ANC issue" because they are a government department.
Seun Mogotsi, spokesperson for the Moutse Demarcation Forum, said it was surprising that the issues are only cropping up now.
"Premier Cassel Mathale was part of an ANC headquarters meeting that took a decision on the referendum. The Limpopo ANC leadership must come out clearly. Why don't their Mpumalanga counterparts comment on the matter? People must leave the Moutse issue to be resolved by the people of Moutse," Mogotsi said.
