This after Safa's executive committee announced yesterday that they did not receive a request from the professional body to host the international Under-19 tournament.
Safa deputy president Chief Mwelo Nonkonyana said it would be unfortunate if the PSL were to go ahead with the event without the mother body's permission.
"Naturally, it will be (regarded as) misconduct in terms of the constitution because any international tournament in South Africa must be approved by Safa," he said.
The draw for the event, which is a partnership between the PSL, South African Peace Conference, the Nobel Peace Centre and the city of Cape Town, will take place in Norway today.
Fifa president Sepp Blatter will attend the tournament's final as he and his executive members will be in Cape Town for the 2010 World Cup final draw.
Foreign clubs participating include Eintracht Frankfurt of Germany and Stabek of Norway. Local clubs include Orlando Pirates, SuperSport United, Santos and Ajax Cape Town.
PSL chief executive Kjetil Siem yesterday dismissed Nonkonyana's claims, saying they got permission to stage the tournament from then Safa president Molefi Oliphant just before the Safa elections.
"The Peace Cup is not about the PSL because everybody is free to be part of it," said Siem.
The Peace Cup will start on November 26, with matches played at Athlone Stadium, Erica Park and Stephan Regan Stadium.
